Wildlife Habitat Incentives Program

The 1996 Farm Bill created WHIP to provide cost-sharing and technical assistance to landowners for developing habitat for upland wildlife, wetland wildlife, threatened and endangered species, fish, and other types of wildlife. Participating landowners, with the assistance of USDA’s Natural Resources Conservation Service district office, develop plans for wildlife habitat restoration and development. Standard contracts are generally 5 to 10 years in length. Cost-share payments may be used to establish and maintain practices. Cooperating State wildlife agencies and nonprofit or private organizations may provide additional expertise and funding. WHIP funds are distributed to States based on State, regional, and national priorities, which may involve wildlife habitat areas, targeted species and their habitats, or specific practices.
