Wisconsin Pollutant Discharge Elimination System

The Wisconsin Department of Natural Resources regulates the discharge of pollutants to waters of the state through the Wisconsin Pollutant Discharge Elimination System (WPDES) program. Under this program, pollutant discharge includes agribusiness output, specifically focused on manure output by Concentrated Animal Feeding Operations (CAFOs) based on the number of animal units in such CAFOs. Wastewater permits contain all the monitoring requirements, special reports, and compliance schedules appropriate to the facility in question. Permits are issued for a five-year term. There are four categories of permits: Individual site-specific, issued to municipal and industrial facilities discharging to surface water and/or groundwater; General, issued for specific categories of industrial, municipal and other wastewater discharges (22 different WPDES General permits offered as of March 2016); Storm Water, issued to meet requirements of Section 402 of the Federal Clean Water Act; Agricultural, primarily issued to agribusinesses for CAFOs.
