Capped entitlement
Under an entitlement program, eligible individuals must be allowed to participate, regardless of the cost. Agricultural examples include loan deficiency payments and marketing loan gains. Capped entitlements are entitlement programs with spending ceilings ("capped spending"). However, because they are still entitlements, and anyone who is eligible can participate, stringent eligibility requirements are used to limit participation to the number of individuals or farms for which funds are available. For example, the Conservation Security Program is open to all farms that are located in a watershed where the program is offered in a given year and meet all other eligibility criteria. Once available funds are expended, however, enrollment is suspended.
