A term given to the 15 percent of a farmer's acreage base that was not eligible for deficiency payments during 1991-95 but could receive nonrecourse loans and marketing loans for the commodity produced. Producers were allowed to plant any crop on this normal flex acreage, except fruits, vegetables, and some other prohibited crops, without a reduction in their crop acreage base.
