democracy

A government in which the political power of elites is minimized and the political power of non-elites is maximized. An egalitarian form of government in which all citizens of a nation together determine public policy, the laws and actions of their state, requiring all citizens (meeting certain qualifications) have an equal opportunity to express their own opinion.
